OFA believes the government’s new regulation essentially mirrors the siting restrictions under the previous Large Renewable Procurements and Feed-In Tariff programs. However, OFA believes that siting failures arose under those programs and that agricultural lands were not sufficiently protected. Therefore, OFA continues to strongly recommend that large-scale ground mounted solar installations not be placed on agricultural land. OFA further recommends that the government strengthen the Merit Point System for larger virtual net metering systems and improve public engagement to encourage community-based solutions and encourage municipal government participation.
