OFA provided comments on the Ministry of Energy and Mines’ consultation on a proposed Non-Regulated Price Plan electricity pricing option that includes a time-weighted Global Adjustment.
While OFA supports the Non-RPP Class B Time-of-Use pricing option, it highlights challenges for farms related to rural grid constraints, lack of smart meters, and agricultural activities that cannot shift electricity use off-peak. Given the wide variation in farm energy needs and the limited capacity of smaller operations to manage demand, OFA recommends completing smart meter installation in rural areas, improving customer education and bill transparency, setting pricing ratios based on historical data, allowing flexible plan switching, and making the option available to as many customers as possible, including farms.
