OFA’s recommendations urge Canada to maintain CUSMA’s rules-based framework, avoid retaliatory tariffs, and resolve disputes through established mechanisms; oppose seasonal or commodity-specific restrictions on fresh produce; reduce non-tariff barriers through enhanced regulatory cooperation; and keep sanitary and phytosanitary measures science-based and predictable. They also call for fair labour enforcement while protecting access to seasonal and temporary foreign worker programs; mitigating the impacts of U.S. state-level regulations such as California’s Proposition 12; preserving an effective dispute-settlement process; and upholding Canada’s commitment to supply-managed sectors. Additionally, OFA emphasizes the need for adequate resources and training for border and food-inspection agencies, maintaining and expanding rules of origin and opposing discriminatory country-of-origin labelling requirements to ensure transparent, science-based, and non-disruptive labeling practices.
