However, the agricultural sector faces two key barriers: a shortage of rural drivers and high insurance costs for new entrants. Without addressing these, the effectiveness of the reforms may be limited.
OFA recommends creating an affordable insurance pathway for new drivers, potentially through a dedicated insurance pool tied to staged licensing. Expanding financial and training support, particularly for new and underrepresented drivers. Finally, exploring a modified, restricted-use CVOR model tailored to farm use.
