OFA has provided comments to the Ministry of Municipal Affairs and Housing as part of the consultation process for the proposed Minister’s Zoning Order (MZO) to restrict sensitive land uses around Cargill Sarnia Export Grain Terminal.
OFA supports the proposed MZO to protect the continued operation of the Cargill Export Grain Terminal in Sarnia, recognizing its importance to Ontario’s agri-food sector and export supply chain.
The Terminal handles approximately 35% of Ontario’s grain exports, serves as a critical multimodal transportation hub, and receives essential fertilizer shipments. Protecting its operations is vital to supporting farmers, maintaining food security, and sustaining Ontario’s agri-food economy.
The proposed MZO is consistent with the Provincial Planning Statement (2024) by preventing land use conflicts that could affect a major facility. OFA also recommends updating provincial land use compatibility and environmental planning guidelines to help municipalities avoid similar conflicts in the future and reduce the need for MZOs.
