OFA expressed strong concerns about the proposed Water and Wastewater Public Corporations Act, emphasizing that it could conflict with and potentially override Ontario’s Drainage Act, particularly because “sewage” is defined to include stormwater and land drainage. OFA insists that the Drainage Act’s primacy be explicitly protected, that landowners already paying for drainage not face additional stormwater or wastewater fees, and that any new corporations remain fully public and voluntary for municipalities. OFA also calls for clear accountability mechanisms, amendments to legislation to define corporate responsibilities under the Drainage Act and recommends limiting the proposal to a pilot project in the cities of Mississauga and Brampton and the Region of Peel before broader implementation.
