Starting May 1, 2023, Ontario begins to roll out the Ultra-Low Overnight (ULO) electricity price plan. All utilities will offer the new plan to customers by November 1, 2023. ULO is a third option for electricity customers, along with Time-of-Use (TOU) and Tiered plans. Customers using more electricity at night or those that are able to shift electricity use to the period between 11 PM and 7 AM can reduce bill costs under ULO.
Eligibility
Regulated Price Plan (RPP) electricity customers can choose either TOU or Tiered pricing plans, including most households, small businesses, and farms. Some customers cannot switch between rate plans depending on metering capabilities. In addition to customers with an electricity retailer contract no longer under RPP, accounts that are ineligible includes customers:
- not reached by the telecommunications infrastructure needed to support smart meters,
- bulk meter customers, such as apartment residents who are not individually metered.
Customers in the ULO plan will pay 2.4 cents per kilowatt-hour at night in exchange for a higher on-peak rate. The ULO plan is offered to incent the use of excess Ontario electricity capacity during overnight hours. Shifting electricity use to these hours will also increase grid efficiency.
